Warmer Homes Scotland Eligibility: Benefits, EPC & Application 2026
Warmer Homes Scotland provides free energy efficiency improvements for low-income Scottish households, including insulation, heating upgrades, and renewables.
Who is eligible for Warmer Homes Scotland?
You must meet both benefit eligibility and property eligibility to qualify.
Benefit eligibility (one of the following)
- Universal Credit
- Any amount (including in-work Universal Credit)
- Pension Credit
- Guarantee Credit or Savings Credit
- Employment and Support Allowance (ESA)
- Income-related ESA (not contribution-based ESA unless you also receive a qualifying benefit)
- Income Support
- Any amount
- Job Seeker's Allowance (JSA)
- Income-based JSA (not contribution-based JSA unless you also receive a qualifying benefit)
- Child Tax Credit
- Only if household income is under £18,000 per year
Important: You must be receiving one of these benefits at the time of application. The scheme checks eligibility directly with the Department for Work and Pensions, so you do not need to provide proof yourself.
Property eligibility
- EPC rating D, E, F, or G (check your EPC at Scottish EPC Register)
- Homeowner or private tenant (social housing tenants should contact their landlord for energy efficiency schemes)
- Property is your main residence (not a second home or rental property)
There is no upper property value limit. Large houses, detached properties, and homes in expensive areas can qualify if they meet the EPC and benefit criteria.
What does Warmer Homes Scotland cover?
The scheme provides a tailored package of energy efficiency improvements at no cost:
Insulation measures
- Loft insulation (up to 270mm, Scottish Building Standards)
- Cavity wall insulation (if your property has suitable cavity walls)
- Solid wall insulation (external or internal, depending on property type)
- Room-in-roof insulation (for converted loft spaces)
Heating system upgrades
- Boiler replacement (if existing boiler is inefficient or broken)
- Air source heat pumps (prioritised from 2026 onwards)
- Storage heaters (for properties without gas supply)
- Central heating installation (if property has no existing heating system)
Additional measures
- Draught proofing (doors, windows, floors)
- Smart heating controls (thermostats, programmer, TRVs)
- Hot water cylinder insulation
The specific measures you receive depend on a surveyor's assessment of your home. Not all properties will receive all measures.
How to apply for Warmer Homes Scotland
Application is managed through Home Energy Scotland:
- Call 0808 808 2282 (freephone from landlines and mobiles, Monday to Friday 9am-5pm)
- Eligibility check: Advisor checks your benefit status with DWP and looks up your EPC rating
- Property survey: If eligible, a surveyor visits your home (free, no obligation) to assess what improvements are needed
- Installation scheduled: Approved installer contacts you to arrange installation dates
- Work completed: Installer carries out all approved measures at no cost to you
From application to installation typically takes 6-12 months in Glasgow, depending on demand and complexity of work.

- Address of property (Home Energy Scotland will look up your EPC)
- National Insurance number (used to verify benefit eligibility with DWP)
- Confirmation you receive a qualifying benefit (you don't need to send proof, they check directly)
Glasgow tenement considerations
If you live in a Glasgow tenement flat, Warmer Homes Scotland can still help but may require coordination:
Shared loft insulation
- If multiple flats share a loft, the scheme can insulate the entire shared space
- Other flat owners do not need to be eligible (one eligible household can trigger work for whole block)
- Scheme coordinates with factors and neighbours on your behalf
Wall insulation
- Cavity wall insulation can be installed in individual flats without neighbour agreement
- External wall insulation requires agreement from all owners in the block (scheme can help coordinate)
Individual flat heating
- Boiler replacement or heat pump installation works on individual flat basis
- Storage heater upgrades covered if you have individual electric heating
Private tenants
Private tenants can apply for Warmer Homes Scotland, but landlord permission is required:
- Tenant applies using their benefit eligibility
- Landlord must consent to work being carried out
- Landlord pays nothing (scheme is completely free)
- Property improvements benefit landlord (better EPC rating, lower bills attract tenants)
Most landlords agree because the work is free and improves their property value and lettability.
What if you don't meet EPC requirement?
If your home has an EPC rating of A, B, or C, you do not qualify for Warmer Homes Scotland (the scheme targets poorly performing properties).
Alternative options if you receive qualifying benefits but have a good EPC:
- Home Energy Scotland Grant and Loan: Up to £7,500 grant + £7,500 interest-free loan for energy improvements (available to all homeowners, but benefit recipients may get higher amounts)
- Council schemes: Glasgow City Council occasionally runs area-based energy efficiency schemes with broader eligibility

How long does installation take?
Depends on the measures required. Typical timelines:
- Loft insulation only: 1 day
- Cavity wall insulation: 1 day
- Boiler replacement: 1-2 days
- External wall insulation: 2-4 weeks
- Heat pump installation: 2-3 days
Do I have to repay the cost?
No. Warmer Homes Scotland is a grant, not a loan. You never repay the cost, even if you sell your property or stop receiving benefits.
Can I apply if I've had previous energy efficiency work?
Yes, but the scheme only funds measures your property still needs. For example, if you already have loft insulation, they won't re-insulate the loft, but may add other measures like wall insulation or heating upgrades.
